The license is established by Article 26 of the E-Government Act and accompanying regulations governing the National Open Data Portal. By substance and obligations, it is most similar to the Creative Commons Attribution (CC BY) license.

This dataset is published under the open data license established by the Serbian E-Government Act (Article 26).
What the license allows
Free of charge, you may: reuse the data for any purpose (including commercial), copy it, distribute it, create derivative works, and combine it with other data.
What the license requires
When reusing the data you must: (1) attribute the source and the publishing organization; (2) indicate if the data was modified or processed; (3) not imply that the data source endorses or promotes any specific commercial, political, or legal position.

Difference from CC0 and CC BY
Unlike CC0, this license does not waive authorship: attribution is required. Compared to plain CC BY, this license operates under Serbian legal framework, but the substantive obligations on the user are the same.
